jeka_igla Also, to improve your qualification right now you can use a trick. Make some (or all) factories work without any actual production. As long as a factory have workers not on vacation and equipment (and 100% efficiency) you don't need to order raw materials and produce stuff, it works and improves qualification anyway.
Let me completely obliterate this statement.
Just to test I have removed all stock from all factories yesterday, meaning that I haven't produced any goods today.
Fully equipped, workers are not on vacation, Top1 filled, Top3 filled.
My qualification growth for this update: zero.
mort100 Penalty to production qualification growth is indeed smaller (or non-existant) when not producing anything, compared to producing below realm average quality (just like jeka igla said).
Based on the information above, this would be my hypothetical answer to Mike's question: the growth is smaller. No output = no production means that this subdivision is not counted towards the total of growth. When not producing anything, you will not receive a qualification penalty, nor the growth of that subdivisions towards the Top3. So basically, there is no difference between no output and on holiday, other than the top manager efficiency penalty you could receive because of a Top3 overload. Because the realm quality penalty is so much bigger than the missing growth, it looks like producing without goods improves qualification, but in reality, you are deceiving yourself.
