The following comes from Top Manager Qualification dashboard from one of my subdivisions:

Total number of employees
on profile qualification 12 130
 
Efficiency which depends on current technological level
100 %
Maximum value 11
 
Efficiency which depends on number of workers and their qualification at the particular subdivision
70.37 %
Maximum value 10 000 × 1.56
 
Efficiency which depends on total number of workers
100 %
Maximum value 15 400
 
The following comes from Work Efficiency dashboard from the same subdivision:

Office 100.00 % 100 %
Staff 100.00 % 100 %
Equipment 100.00 % 100 %
Top-manager 68.60 % 84.4 %
Total 68.60 % 84.4 % (After I raised qualification level)
 
What does the former part mean, especially:
 
Efficiency which depends on number of workers and their qualification at the particular subdivision
70.37 %
Maximum value 10 000 × 1.56
 
Where does the number "1.56" come from?
 
Just for reference I have 5789 employees of qualification 5.28
 

Why would top-managers work efficiency not be 100%, do I just need to raise qualification level again?
 

Any help would be appreciated

The max. employee count from top manager is not a max per subdivision but total employee count.
The max per subdivision is always lower than that. On top of that, the qualification of the employees matter a lot.

Where does the number "1.56" come from?
 
Just for reference I have 5789 employees of qualification 5.28

 
Your employee qualification affects how many employees can be in a single factory (as well as the overall max)
At level 11, the above line says this factory can have a maximum of 10,000 employees with a qualification of 1.56
but if I remember correctly, each factory can only have a max of approx. 2500 employees of q5.28 at your level.
