We have decided to dedicate Summer 2012 to politics. The sphere we are all undoubtedly good at. The one that influences your life even if you don't actively participate in it. The one that is believed to be the great art of compromise.
 
The political life of Virtonomics will begin with the introduction of Political parties and mayors.
 
The launch is planned for mid August. Here are some details about what's coming.
 
I. Political parties
 
The political life is mainly centered around parties, which are analogues to corporations (creation, joining, etc.). The purpose of political parties is to fund political campaigns and nominate candidates for elective offices of the Virtonomics government.
 
Each political party can choose its political platform . Political platform in Virtonomics is a kind of a "specialization" of the party which determines its internal policy of the distribution of costs and income, gives certain bonuses, imposes certain restrictions.
 
There is a popularity ranking for parties in each Virtonomics city where they are represented (villa). The ranking depends on the costs of political campaign of the party.
 
II. Mayors
 
The cities will be administrated by the elected mayors nominated by political parties.
 
Voting includes votes by members of parties and votes by citizens and lasts 2 days (we are thinking of making these 2 days regularly fall to Sunday-Monday) The votes of the parties are taken into account in proportion to the level of influence the parties have in the cities; the votes of private persons are taken into account in proportion to the income of their stores and enterprises of the services sector on the day of summing up the results.
 
After the elections the winner officially assumes the office for a term of 3 Virtonomics years. There is no limit to the allowed number of terms. You can be a mayor of several cities at once Yes There will be impeachments Well
 
Each city will have its own budget, which is going to be the mayor's responsibility (both: administrative and financial).
 
Income of the city budget includes:

  • rent from premises;
  • part of the companies' costs for building and modernization;
  • assignments from regional budget;
  • municipal taxes and charges;
  • mayor's private assets (if the overall income is not enough to cover all the expenses)

Expenses:

  • unemployment benefits;
  • office employees' salaries;
  • pensions, scholarships and other social payments;
  • educational programs;
  • Costs of city improvement and the maintenance of public order;
  • one-time municipal projects;
  • sponsorship from a mayor and/or his/her political party in case of city budget surplus.

A mayor can execute the following operations:
 
1. Change lease price per one square meter of office, commercial, storage, etc. premises;
2. Regulate tax rates and charges on municipal level;
3. Regulate the percentage of sponsorship payments of the political party;
4. Initiate major municipal projects - the sweetest part of the mayor’s rights which allows to change global characteristics of the cities: education and salary levels, population numbers, scientific breakthroughs of the city, etc.
5. Block for one turn the functioning of almost any kind of city enterprises. In this case the blocked enterprise will be in a vacation mode during an update.
 
III. Future
 
These are large-scale changes, which, however, don’t cover the whole possible political spectrum of Virtonomics. After the launch we’ll be gathering statistical data and your feedback, which will help us to decide how to further develop this sector or whether to develop it at all. For now, we see three possible options:
 
1. Organizing the chain of command: from mayors to regional governors, from governors to country presidents.
 
2. New opportunities for the mayors. For example, they can develop certain product lines, etc. in order to be able to better regulate the retail commerce in the city.
 
3. Better detailed model of the world. «Ecology level», «appeal for the tourists», etc. — these are the things that could make the game more interesting, and enhance the job of the mayors.

The Service will be closed after 26 turns or with change of mayoral power.

As for the content: can we also chop off the heads of the old people and the unemployed? They're just costing us and they don't have that much of an impact on retail markets anyway. Not so
 
I do understand why they implemented this though. It makes sense from a game's point of view. Although in my opinion it would've been more logic to just say: if your subdivision is on holiday for too long, workers will leave. If your subdivision is run inefficiently, your staff will leave. That's just how things work in reality. That should happen automatically. Although I guess in a centrally run economy the party bureau would decide to deport these people...

Yeah, kill the oldies, and say farewell to hospital and medicine business. To you Not to mention those first hour sales at malls. Have you ever been at the opening time of a supermarket? All oldies.
 
The unemployed problem will solve itself by paying the lowest wages. If they need a job, they will get whatever they can, even for the lowest wages. Workers leaving and getting a job in another place sounds realist, specially if another enterprise pays better wages. Strikes would add realism too, but might be too complex to add to the game.
 
What I find a bit confusing is:

If a mayor makes use of this, how would it be beneficial? I'm sure no enterprises will give support to a mayor making them spend more cash for re-hiring and training workers because they are being deported for being idle. Specially if they had to put the factory/lab/whatever in vacations to reduce loses in difficult times. That would have a negative effect on the investment on production and retail, at least from my point of view, and part of the city incomes comes from those sales, both from factories and from stores.

Attention! On October 22, action of innovations "Political agitation" and "Political PR" for tents, flats, houses and villas will be changed. Due to that political parties can carry out more large-scale agitation in the cities.
 

Is there any added benefit in return for this massive price increases?

Exactly, but they don't spend anything, they just prevent you from spending Very we! Glad to see the problems with old people are universal! Very we!

My city has about 500k commuters coming in for work. Even if the factory they work for is on holiday, they come into the city, apparently. I have to pay about 59$ a day for every person coming into my city. Imagine there are 300k commuters coming in unnecessarily (because there factories aren't operational). Then cutting those will have a positive impact on my city's budget of almost 18M per day.
 
But: apparently these people do count for your retail market's size. And yes, your remarks are correct. Although deportation would probably save the factory from having to pay a severance fee :-)
 
Still: deportation would save me 460M over 26 days. The cost of the project, however, is about 797M. Or in other words, I'd have to deport 520k people to break even on this municipal project. That would, however, cut my retail market by 1/6.

Up to now everything related to being a major is causing losses.
 
For some reason the administration seems to be fixed on the idea that only rich people can enter politics,  fund every municipal projects out of their own pockets OR do nothing (e.g. play with their yachts and airplanes) and save up governmental profits on their personal bank accounts.

I think this project came out of high scale political battles on Russian realm. Well
Imagine, that some moneybag one day opens 300 stores in your city, hires 10000 workers to each, 3 000 000 total and sends all to vacations. If Nash pays 59$ for each, it would cost him $177 mln a day, this figure is more sighnficant on Vera and Olga. Well

My city has about 500k commuters coming in for work
i'm paying for 1.5 Million commuters in Abuja and the daily cost of city improvement per person equals those of LONDON!
Out of 2,4 Million people there's 560k working in "independent enterprises" (there's no independent supplier in Abuja) and 257k unable to work, those people probably won't get deported. I am counting only about 440 k workers on holiday.

More in detail about budget revenues. The scheme more than simplified.
 
1. Expenses of the companies on rent of facilities - go to city budget entirely;
2. Expenses on building - one third goes to city budget;
3. Proceeds from the regional budget. Without detailed elaboration of actually regional budget. Simplified, we believe that the region is ready to finance in a certain base volume city expenses under social payments (jobless + state employees + pensions-grants).
4. Municipal taxes and charges. In general, without detailed elaboration. Simply certain gathering what can be utility bills, and any transport tax, and anyrything else. In other words, they are charges from citizens  - from their nominal number in a city, without guest workers.
5. Money of the mayor/party - it is clear.
 
Items of expenditure:
 
1. Unemployment benefits + State employees + Pensions, scholarships and other social payments - are almost completely financed by region. A problem for the mayor can become only in case of high unemployment (the region finances 5 % of unemplyeed) and in case of the mayor (his party) taken raised obligations on social payments.
 
2. Educational programs. It is clear that the higher educational level of a city, the more money needs to be spent for its maintenance.
 
3. Costs of city inprovement and the maintenance of public order. Are proportional to number of citizens with taking into account guest workers.

So many cities without mayors....... Does this mean "elections" are just chose a city and spend the requisite money?

Not sure I understand the question correctly, but as things are now, being a mayor is not the best job in the world. You need to spend a few Bn to become it. Then spend lots of billions if you want to make the slightest of improvements.
 
Not that I'm complaining though. I can quit any day I like. Since I'm not quitting, there must be something positive. Mostly though, I'm anticipating future improvements.

not much democracy among players or the people in game is what I meant. I had no idea being a mayor cost personal billions! I figured it was from tax revenue
