We have decided to dedicate Summer 2012 to politics. The sphere we are all undoubtedly good at. The one that influences your life even if you don't actively participate in it. The one that is believed to be the great art of compromise.
 
The political life of Virtonomics will begin with the introduction of Political parties and mayors.
 
The launch is planned for mid August. Here are some details about what's coming.
 
I. Political parties
 
The political life is mainly centered around parties, which are analogues to corporations (creation, joining, etc.). The purpose of political parties is to fund political campaigns and nominate candidates for elective offices of the Virtonomics government.
 
Each political party can choose its political platform . Political platform in Virtonomics is a kind of a "specialization" of the party which determines its internal policy of the distribution of costs and income, gives certain bonuses, imposes certain restrictions.
 
There is a popularity ranking for parties in each Virtonomics city where they are represented (villa). The ranking depends on the costs of political campaign of the party.
 
II. Mayors
 
The cities will be administrated by the elected mayors nominated by political parties.
 
Voting includes votes by members of parties and votes by citizens and lasts 2 days (we are thinking of making these 2 days regularly fall to Sunday-Monday) The votes of the parties are taken into account in proportion to the level of influence the parties have in the cities; the votes of private persons are taken into account in proportion to the income of their stores and enterprises of the services sector on the day of summing up the results.
 
After the elections the winner officially assumes the office for a term of 3 Virtonomics years. There is no limit to the allowed number of terms. You can be a mayor of several cities at once Yes There will be impeachments Well
 
Each city will have its own budget, which is going to be the mayor's responsibility (both: administrative and financial).
 
Income of the city budget includes:

  • rent from premises;
  • part of the companies' costs for building and modernization;
  • assignments from regional budget;
  • municipal taxes and charges;
  • mayor's private assets (if the overall income is not enough to cover all the expenses)

Expenses:

  • unemployment benefits;
  • office employees' salaries;
  • pensions, scholarships and other social payments;
  • educational programs;
  • Costs of city improvement and the maintenance of public order;
  • one-time municipal projects;
  • sponsorship from a mayor and/or his/her political party in case of city budget surplus.

A mayor can execute the following operations:
 
1. Change lease price per one square meter of office, commercial, storage, etc. premises;
2. Regulate tax rates and charges on municipal level;
3. Regulate the percentage of sponsorship payments of the political party;
4. Initiate major municipal projects - the sweetest part of the mayor’s rights which allows to change global characteristics of the cities: education and salary levels, population numbers, scientific breakthroughs of the city, etc.
5. Block for one turn the functioning of almost any kind of city enterprises. In this case the blocked enterprise will be in a vacation mode during an update.
 
III. Future
 
These are large-scale changes, which, however, don’t cover the whole possible political spectrum of Virtonomics. After the launch we’ll be gathering statistical data and your feedback, which will help us to decide how to further develop this sector or whether to develop it at all. For now, we see three possible options:
 
1. Organizing the chain of command: from mayors to regional governors, from governors to country presidents.
 
2. New opportunities for the mayors. For example, they can develop certain product lines, etc. in order to be able to better regulate the retail commerce in the city.
 
3. Better detailed model of the world. «Ecology level», «appeal for the tourists», etc. — these are the things that could make the game more interesting, and enhance the job of the mayors.

In the City hall information for the Mayor is added.
Date of election:
Turns left:..., turns remained: 149
 
It is possible to leave a post of the mayor not less than after 10 updates after the election date.
After the same 10 updates impeachment procedure can be initiated.
 
It is also important:
- at the early end of term of a mayor (but not when leaving in a case of impeachment) all incomplete municipal projects are automatically cancelled, money for their start DOES NOT COME BACK;
- popularity of party in the "abandoned" city is nulled.

Let's say "NO!" to chaotic political relations!
 
Algorithms of mailing messages on political events are changed:
 
- the message on initiation of elections in any city is received ONLY by the players who are members of any parties;
 
- the message on the beginning of vote (individuals) is received only by players, whose companies in the designated city have a nonzero turnover in retail and a services sector at the moment of vote start, and also all players who are members of any parties.

In fact these are turnover ratings of retail and services sector in each city, based on "which" players can vote on elections in the section "Support from individuals".
 
Also now there is a possibility to learn your own "weight" in any city - in a sumenu "My political power".

In completed elections (for example, Moscow on Lien) the circular chart reflecting a ratio of the main political forces (party, individuals, "taciturn persons") on elections was added.
 
Also in each of bookmarks (on parties and on individuals) ABSOLUTE values of voices of this or that voters are displayed.

On Tuesday, September 4 the following changes will be made to rules of political struggle of Virtonomics:
 
1. The patriotic parties which do not have a mayor in any of the countries and, therefore, not decided on a choice of the native land, cannot support candidates from other parties. Only to nominate own candidates in mayors.
 
2. Anarchists parties cannot initiate impeachment against the mayors already defended the post in the city and having popularity higher than average on realm (are in the top half of the general list of all mayors sorted by decrease of popularity).
 
3. Parties cannot initiate elections in the cities with low elective activity (there are not going to vote from 75 % of voters and above).

On 2 October, 2012 the following changes have been made to the political system:
 
1. Support by inhabitants of the cities of acting mayors in case of impeachments and re-elections was added. For the acting mayor a part "indifferent" before voters will be adjusted to vote - that is larger, when the current popularity of the mayor is higher and this mayor have started more municipal projects during 52 last updates;
 
2. The influence of mayors on popularity of parties was added. The more popular a mayor is the more popular is the political party in the city in which the mayor acts. And on the contrary.
 
3. Verbal characteristics of popularity of parties and mayors are recustomized. Earlier, for example, popularity 0.5 was considered as "average" that approximately (without the amendment on competitors, political activity and other correcting factors) corresponds to support from 50 % of virto-citizens. In the new edition it already is considered "very high" popularity that, in our opinion, reflects a state of affairs more precisely.
 
Table of correspondences:
 
0.0-0.1: very low popularity
0.1-0.2: low
0.2-0.35: average
0.35-0.5: high
from 0.5 and above: very high
 
P.S. Exact figures of popularity aren't displayed not to confuse players in figures which are not giving exact estimates of electorate because of existence beforementioned correcting factors. Especially there are reports with exact measurements of preferences of virto-citizens as a percentage.

The position of the vice-chairman in political parties and the vice-president in corporations is introduced. The following rules operate:
 
1. As before, only the chairman or the president can change ranks of players in party or corporation. Any advisor (in party) and the vice-president (in corporation) can be made the deputy.
 
2. As before, only the chairman or the president can disband association completely;
 
3. In parties and corporations to deputies the rights to exclude from association of players are delegated . But thus deputies can't expel from party other deputies and the chairman/president;
 
4. In parties rights to vote in the cities (start of elections, impeachment start etc.) are delegated to deputies;
 
5. Deputies have the highest priority at a choice of the new chairman/president in case the acting chairman/president is blocked (operation, as before, is carried out during the update).

In a test mode possibility of election pledges is introduced. During the start of elections and at promotion of candidates from the party now there is an entry field where it is possible to enter the text with election pledges which will be shown to other players when viewing votes.

Retail "game" for mayors
 
Now mayors have a bookmark "City retail" in which the summary city retail report with breakdown on category of the retail goods is provided and that the most important, is buttons of purchase of projects of administrative support by municipality of retails.
 
A city mayor can fund a municipal program to support trade in the city for one or several categories of retail goods. As a result of the program, the total Trade Turnover of the chosen category of goods should increase: +10% in case the program is funded with the money of Virtonomics and +15% in case the program is funded with points.
 
Depending of the state of the market the increase is based on either the growth of the prices of local traders, or on the development of the market volume. The effect is reached within 20-25 updates. The effect does not change global market trends completely, but slightly alters them. Therefore, certain goods might not experience a significant sales growth.
 
The launch of the program of administrative support of the retail trade meets negative response from the citizens of Virtonomics, because it might lead to the growth of prices and negatively influence the markets which are not part of the program. As a result, the mayors popularity drops upon the launch of a new project. The more the mayor supports the retail trade, the greater is the drop in his/her popularity. If the mayor’s current popularity ranking is not enough to launch the project, the option will not be available.
 
The municipal program to support the retail trade for each goods category cannot be launched more often than once per 6 Virtonomics months (once per 26 updates).

"The Migration Service" municipal project is inrtroduced.
 
The Migration Service deports from the city workers from units in vacation mode and from units with efficiency below 15%. Thus, the Migration Service would be beneficial for the city budget, but may have a negative impact on the retail volume. The Service do not add popularity to mayor. The Service will be closed after 26 turns or with change of mayoral power.

Attention! On October 22, action of innovations "Political agitation" and "Political PR" for tents, flats, houses and villas will be changed. Due to that political parties can carry out more large-scale agitation in the cities.
 
For tents agitation in cost of 3 million/weeks will be replaced with agitation in cost of 12 million/weeks.
For flats agitation in cost of 10 million/weeks will be replaced with agitation in cost of 70 million/weeks.
For houses agitation in cost of 40 million/weeks will be replaced with agitation in cost of 200 million/weeks.
For villas agitation in cost of 200 million/weeks will be replaced with agitation in cost of 450 million/weeks.
 
The agitation scale for barns, mansions and palaces won't change.
 
Transition will be carried out in one day, there will be no division of agitation on "old" and "new". Thus, already started agitation in update will fulfill on October 22/23 with the new price of service and new effect. Be attentive.
