Today I noticed this:
 
2 factories, both in Central Kazakhstan, price for electricity 10$, both with 5k employees, both same lvl tech but...
 
one have energy consuption of 11 828 MWh and second 23 657 MWh (twice as first one). In both factories I have Innovation support so I don't get it from where comes the difference.
 
And both factorise are the same size, 5000 work places.
 
Any ideas?

Yes (Car assembly plants) and both have same amount of equipment (10k) and 5k of employees.
