First of all: Thank you virtonomics for adding the aircraft industry. I like it!
 
That said, the bar seems a bit high. Not sure if I dare to try it with my qualifications.
 
First the resources: 80,000 titanium ore needed for every aircraft, in addition to all the copper and duralumin. Seems expensive, but I thought that about the car industry too.
 
The qualification needed: 4 of the factories require 10,000 workers to be fully staffed at size 1 and 25,000 workers at size 2. Industrial testing on level 6 will require some production qualification, but from tech level 9 (when 25,000 workers are needed) only the biggest companies can do the research at full speed.
 
Governmental purchases: I have no experience with this. Can anyone fill me in? How is the sale done? Do politics have any effect?

Governmental purchases: the price each country pays and the required minimum quality is advertised daily:

Depending on this, players set their prices. The governments buy in order of highest quality lowest price or something like that.
 
Airplane industry:  In terms of paid resources it takes 315'000 bauxite (1.5 or higher), 375'000 pyrite and 80'000 titanium for each airplane, it sums up to roughly 8 airplanes for the investment of 1 game point based on complexity 5. That number is theoretical because on complexity 5 you would need several bauxite mines to keep up the supply.
 
Opposed to the sinking of yachts,  crashing an airplane doesn't gain you any popularity.
