What is the purpose of sending employees on holiday? Does their skill set go up? Does the factory not produce that day?

If you don't need that factory to work for a short period of time, you can send the workers to holidays, so you'll spare on wages. If it's for a long period, you might as well fire them right away, it will be cheaper. Also consider the possible training you have given them : it will be lost if you fire them, but not they're only on holidays.
