Updatings concerning the labor market
(launch is still in the evaluation mode, all changes will take place on the 1st of March)
 
A decision was made to reform the labor market of Virtonomics.
The general idea is to smooth out the current "dimensionlessness" of the virtual labor market, when in some cities where a good combination of skills and salaries has appeared, and it is thus possible to unrestrictedly build millions of plants and for each of these plants there will be a required amount of skilled labor.
 
• For cities where the workforce is sufficient, the game does not change. Changes will only affect "overheated" cities, where the amount of labor used exceeds the nominal number of able-bodied residents;
• In addition, the changes will not affect players using the HR department;
• Working Virtonomics’ inhabitants will be divided into three categories. (1) Intellectuals ("inhabitants with higher education") for offices, IT centers, educational institutions, laboratories and medical centers. (2) "Employees of trade and services" for stores, gas stations and the remaining service sector. (3) "Workers" for factories, mills, power stations and livestock farms. Employees of premium enterprises (mines, sawmills, farms, plantations, fishing bases) go "out of the competition", they will not be subject to restrictions;
• In every re-count system assesses the situation with the workforce in each of the cities of realm for each of the categories of the employees. In those cities where there is not enough workforce, recruiting agencies appear and take extra money from employers for hiring each new employee. The more the city is overheated, the more money the recruits are taking;
• In order to estimate current pricing of recruits it is possible to use the regional tab "Labor resources" of the menu "Analytics / Macroeconomic indicators";  Also, the rates (if any) of recruits are shown at the stage of selecting the city when setting up enterprises;
• The basic (without recruitment) cost of hiring one employee is equal to half of the average salary for this class of units (the dependence on the salary is directly removed in the unit);
• The cost of dismissal is equal to two middle-city salaries for this class of units (the dependence on the salary is directly removed in the unit);
• In the period from one re-count to the next one, the total hiring of employees in each city is limited to the number of unemployed people plus 30% of the nominal population of the city. Over this amount, employees can be hired only by premium enterprises or enterprises run by players with the "Personnel Department".
• 5% (15% with the Migration Service included) from the recruiting agencies’ profit goes to the treasury of the city;
• During each re-count in 10 randomly selected cities with a shortage of labor (with non-zero recruitment rates) workers of enterprises with insufficiently high wages begin to riot and unite in trade union committees. The salary level the employees desire depends on the degree of overheating of the city and the average wage level in other enterprises of players of the same category. In case of non-fulfillment of requirements within five recalculations all workers of those enterprises are dismissed. In order to meet the requirements, it is sufficient to raise the salary or to put the enterprise on vacation. Verification of requirements’ fulfillment is carried out during the re-count;
• For the convenience of monitoring on the labor market, the page "Recruiting agencies and trade unions" has been added to the menu "My company / Management / Personnel", where the data of all enterprises of the company that have encountered or may face recruitment costs or trade union requirements are listed;
• The mayors will have a new municipal project "Agreement with trade unions" with a duration of 26 re-counts. For the duration of the agreement with the trade union, all enterprises of the city are protected from the threat of mass dismissal of workers because of discontent with the level of wages. In addition, mention of vacation enterprises will beremoved from the description of the Migration Service (since in any case, vacation enterprises have no influence on demography for a long time). But with the service included, the city will receive not 5%, but 15% of the profit of recruiting agencies;
