I have a steal factory and the last update i only had 25 unite iron ore and 12000 coal  so i should produce 25 unit which it did but the coast went up on those 25 unit as if it was the whole factory worked producing those 25 unit  my regular coast is 140.54 a unit  and  this update it produced 25 unit at a cost of 1538.49 is this normal ?
 
this is what got produced

Quality     1.00
Prime cost     1 538.49$
 
and this is what available
 
Quantity     11 492
Quality     1.00
Prime cost     140.54$
 

when the same thing happens in a mill or different factory it don't change the  cost of the produced product so why it did here ? so i think it might  be a bug for the admin to look at ,, because if this is the way it works it will miss up my whole production as far as  the cost go ,, thanks in advance Well

It is not a bug... And on other types of subdivisions it is also happens.
Take a look to Financial report/Graphical report of your steel plant - there is a prime cost structure, which include:
a. Cost of materials
b. Salary expencies
c. Energy expencies
d. Equipment amortization
...
 
Today your plant have smaller only cost of materials (totally, not per one unit of steel). Yes?
Others costs - equal to a day ago. Total. Right?
I mean that usually you have this total sum: a+b+c+d. Today you have: a/10+b+c+d
Next: your plant usually produce T units of steel, but today - T/10.
 
=> usually prime cost = (a+b+c+d)/T = a/T+b/T+c/T+d/T
=>  today prime cost  = (a/10+b+c+d)/(T/10) = a/T+10*b/T+10*c/T+10*d/T
today prime cost is higher than usually prime cost

i think when i start thinking a bout it  today my plant produced only 25 unit as if this happens every day this will cost me 1500 a unit ,, but when i look at the  whats available it spread the 25 on the total and give me the average of the 140 unit cost ,,i think i got it,, thanks  pectopatop  Well

but  seriously, i like Mr Pectopatops detailed answer: its all about the cost!
 
I you have 1000 workers and they only make 25 products... you still need to pay all the salaries and the product is very expensive!
 
BUT, if you know before that you have no supplies... you can fire your staff, or pay them 1 $ only because they just come to the factory to do nothing anyway. I did that before - only one day! - and efficiency was easily recovered one day later
