I sent a dm to Diska in game.
 
I set to purchase 500 reinforced structures at the end of the last turn for a total of say 200-300B.  I do NOT believe price/quality constraints are considered to prevent the purchase.  Reports do not allow me to see what the price charge/change was.  However,
I was charged 18T in total.  Clearly, I would not have approved this and the 10% limit was set.  
 
We will need an update on a fix for this.  Be careful out there.

It is highly possible that this is a Customs/Duty glitch as well.  It appears in my reports as a 13.8T Customs Duty. What?
