I have a new factory. Where it's supposed to tell you how many weeks left to upgrade, it says (verbatim):

If you don’t want to wait %time_to_build% turns to complete the construction of this unit, you can speed up the process and build it instantly for 1 point.

One thing I can think of that may help with debugging: It is this factory's first turn having completed its original build. Even though it's its first turn, I immediately upgraded it to a larger size. That's when I started getting this (untemplated) message. Here's a screenshot:
 

 
Also, in case it helps, the factory ID is 5707472.
