In a store of 12000 sqm with a max of 1200 staff I get the following message when not having enough staff even though there is enough space in the unit of that size for the minimum needed staff number:

The unit need more staff! Estimated minimum is: 123, but the current unit size not be able to meet these requirements. You can try to increase the size but be careful: when you move unit lose some popularity, which may affect the number of customers.

Obviously the current unit size IS able to meet the requirements.
