I am struggling to understand the Level 2 quest called "Production from the very beginning". The description says:
 
You need your own production to ensure the stable supply of goods for your stores. Build a factory or a mill (within the term given for the completion of the task) with a competitive technology level (at least 2/3 of the maximum level known in this field on the realm, with rounding down to a lower figure, but not higher than level 9 inclusive) and make it work with the 75% capacity (of the maximum amount of equipment and personnel) and the efficiency of at least 75%. For this task you have 10 weeks. Requirements: 3 level in Production qualification + completion of "Start production" quest
 
I think the quest needs to be simplified because the description is incredibly convoluted. New players are really going to struggle to understand this one.
 
I have failed this quest twice and can't figure out why. One of the problems is that it is hard to find a technology that is in the top 1/3 of the maximum level because the maximum level makes the top 1/3 higher than level 9. The other issue is that I can't find a report anywhere that tells you what the maximum known level is in the realm.
 
I suggest changing the requirements so that you have to build a factory in a certain technology level range. For example: between level 7 and 9.
 
I have another suggestion for quests in general. You should display a list of objectives for each quest and then put a tick or a cross next to each objective so that the player is aware of what they need to still achieve without having to guess the requirements.

And what if, for some types of factories, there is simply no 7-9 level? They are not researched.

to this day, I don't understand what this description actually means... Maybe some examples depicting various scenarios would help clarify things...
 
While we're at it: would you consider creating quests for higher level players also? Maybe with philantropic motives? For example:
* actually make sales for high level techs at low prices; the higher the player's level, the higher the techs that are considered. For example: if you have a science skill of 50, you can complete the quest by selling 5 techs of at least level 20 to 5 different people for a price that is 1/10 of the previous lowest offer: ie a level 21 tech is offered by player A for 10Bn and by player B for 12Bn -> you have to sell it for 1Bn to score a point
* pay a certain amount of salaries for an entire year. For example: if you're management level is in the 60s, you can complete this quest by paying at least $1Bn a week for an entire virto year
*... (more can be thought up if there is any interest at all)
 
Maybe succeeding in the first quest can result in a +1 to your science skill WITH a reset of the growth penalty; ie the same effect as spending points on raising this qualification.
 
For the second quest that would apply to your management skill.

Obviously the player would then have to do research until they got to level 7. At least then the goal is clear.
