Rules state "The final stage participants need to win (take the first prize regardless of the tender League and being registered) as many tenders of the realm as possible"
 
It's unclear what is meant by "take the first prize regardless of ... being registered" because normally you can't win a prize unless you register. The prize for amateur league tenders goes to the person in second place if the person who was in first wasn't registered. Also, would it count if I didn't register because I wasn't eligible due to my qualification being higher than 30? I'm planning to compete in Vera realm and need to know whether I need to keep my qualifications under 30 so I can get credit for winning amateur league tenders.

Yes, if you are on top of the result list at an amateur league tender, then it will give a point to the president contest final stage (even if you didn't register and your qualification is above level 30).
