it seems the hiring/dismissal expenses are related, that is, at a high(or low) salary, the expenses to hire/dismiss employees are high( or low).
 
Is this a bug (since the expenses could be easily manipulated by temporarily adjusting the salary)?

Well, some would say it's by design... but yes it should be considered a bug since it allows you to circumvent certain game mechanics.

Sometimes I reduce salaries to $1 before firing, sometimes I just don't bother. Why giving me this option in the first place to let me think/choose? Why, why? Eyes in a heapRidiculously

even at a $1, personnel expense = 1/2 avg salary for hiring and firing.  you'd save some $, but not much.  i did that a few times before, but got caught out when i forgot to put the salary back up.  conclusion:  not worth the $ if factory then suffers the next day.  of course, the careful people in the game won't be as silly, but then, the minutes start to add up with the extra steps as well

it's rather time consuming to adjust back the salary, dollar by dollar ~
