I have another new idea, using current mineral resources to develop building materials. Items like steel, glass, timber, aluminium and bricks (made from clay), will be required by a company that build well, buildings in cities. It will be directly related to city size, the bigger the population, the bigger the demand. It will sort of be like a store for building materials, except it's building houses and office buildings. So that gives another user for those items, except there will be a difference between homes, timber and brick homes, just to stop the problems from timber shortage from sinking in.
The end result will be something like a factory-store, it is a factory such that it produces buildings, and a store that it sells directly to the public. Or we can just make it a factory for homes, and then a seperate real estate agent. This could be a good idea if it is used in combination with the luxuries idea from Diska about Mansions and such.
