I had to report that sometimes when i change the stores From city centre to fashion or from 100,000 to 10,000
 
Sometimes the amount of workers required doesnt change from 400 wks.  It stays the same.  
 
If someone else can agree maybe admin can take a look at.  For another example changing from 10,000 to 1000 at 150.00 brand They still recommend 300 workers.

You know what I think I found it.  I guess the amount of stored items or if the store has more than 100% then it effects the amount men required .  I noticed it when I delievered some of the items to the warehouse.  It added 100 more men required.

i think if stock is bigger it already needs higher qualification of the workers even below 100% filling

The number of employees has to meet the requirements depending on the number of visitors, and the number of visitors is updated during the upgrade.

JuleBNC... does it mean that the % of goods on stock do not have effect on quantity of workers, or their qualification?

i think (attention, i'm a newbie) that store worker's qualification is affected by: wealth level (sure), number of departments (not so sure). worker number is affected by: number of visitors (sure) and number of items in storage (not so sure but almost).

Jule, it would be great if you can confirm what Mike said. I also want to know If/how does storage percentage affect a subdivision's required qualification and number of workers? Also, how does it affect the office above such a subdivision?

No, the percentage of goods in stock only influences the costs, the more goods there are in the warehouse, the higher are the costs.
