I think the game team is very easygoing when selling game points and paid features, but very inactive when it comes to supporting players. I have been waiting for an answer from the support team for few days now, regarding my problem no one seems to be interested. Maybe this will get someones attention.

Hi there, I also had two inquiries to the support for technical support. One was on a friday and answered on monday and one was today and answered on the same day. What was the question you had? Maybe someone here on the board can answer it as well :-)

I have been buying game points during my gameplay, and one day I noticed that my qualification  ratings (which are
on the qualification screen and colored by orange) are not increasing, but decreasing. So I was curious and I wanted to understand what am I spending my money on. I asked the support team what might be the problem with my qualification ratings, but I couldn't get any answer that would satisfy my question. So thats my deal. Thanks Well

Maybe your efficiencies are very low? When working at a high efficiency qualifications increase, maybe when you're not they can decrease, although I only read about auto-increase in the help.

The orange numbers are the rate of growth for your qualifications. Each level is a whole (1.0) so growth of 0.1 will result in a new level in 10 days, growth of 0.05 will result in a new level in 20 days, etc.
The higher your qualification gets, the lower the growth becomes.
 
You can lessen the decline by continuing to expand. See the sticky thread titled "required qualification, help" in the FAQ section of the forum for some helpful guidelines to maximise growth.
 
Your actual qualification ratings are the numbers directly after the green bars which show the status of your current qualification level.
Green bar halfway to the end = halfway to the next level.
Green bar disappeared = just reached next level, etc
