Workers are well trained but not able to place a purchase order for supplies of another specialization. When changing the specialization, the workers dump and forget their supplier relations. Please try to find a solution for this!

What solution is needed here?
 
Enterprises don't allow you to order supplies you don't need. It could be confusing if this was changed, and there is no need to make it more complicated.
Changing specialization should incur a penalty.
 
For the record any stocks you had of materials you no longer need are not lost. They are just hidden until you go back to a specialization that requires that product.

In real life, if a factory change for example from making bikes to making sport bikes they will not have a production outage

In real life there is extra work required in a production change, which does result in a production outage. It may be small but there is a disruption.
