its a city supply tender... no matter which player is selling these mobile phones, the total sold quantity is credited to Ksar coz he is the producer. Ydaf doesn't produce any mobile phones ...

i lost a city tender to funkydude who used my products but sold more in the city.  always thought it was the producer with brand of 0.2 as well, but i have to be wrong!

Trade in city tenders are strictly retail sales.
 
Ksar and ydaf's sales had the same brand rating so chances are the products came from the same supplier.
 
@ ccm_tsang, sometimes trade in city tenders also have a 0.2 brand requirement.

guess i still can't read Russian.  The new tenders are even better - can't see any text.  Entered one for the heck of it to see if i get enlightenment.
