If it's a bug can you pls fix it, if not can you pls explain what's wrong with it?

Less equipment than required would reduce equipment efficiency but it is staff efficiency that is his problem.
 
Qualification is higher than required so that isn't the problem...
You have 10 staff so if staff required is 10 that isn't the problem...
 
Looks like it is a bug then. You'll need an admin to look at it, they should be back on deck on Monday.

But why there are no these problems in ALL OTHER(24) labs with 10 scientists and 50 devices.

because these two laboratories require 5 scientists for research, but the first needed all 10 scientists for work

Why does this reduce staff efficiency?
Surely not enough equipment should reduce equipment efficiency.

Ok now this reminds me of the light bulb joke!  According to Wiki (http://en.wikipedia.org/wiki/Lightbulb_joke ... ), the original formulations of the joke, popular in the late 1960s and the 1970s, were used to insult the intelligence of ... (Earthlings)  [3][4] For instance:
Q. How many (Earthlings) does it take to change a light bulb?
A. Three—one to hold the light bulb and two to turn the ladder.
 
In our case, its like 2 mechanics and 1 screw driver.. they can't use the screw driver at the same time so the wear won't effect the tool.

Why does this reduce staff efficiency?
Surely not enough equipment should reduce equipment efficiency.
1 scientist requires 10 divices for work, so the system considers that only 5 scientists work, because only they fully equipped with divices, and other 5 people do nothing, and for complete investigation it is required all ten scientists work .
