Why not provide a generic supplier for flower? Currently, it is impossible to produce spices without owning a flower plantation. Besides that, please also reduce the price of transportation and tax for flower. Transportation is more expensive that the cost of my flower production and this is insane.

I think if we wait and see what happens with the new $$$ rule changes, all sorts of state enterprises may become more readily available.

It is only a matter of time until players see the possible returns of flowers and decide to use their points for plantations.
