I dont understand why my requirement differs from one store to another.

Both have the same number of visitors but one needs 32 while the other only needed 9.   And cape town is in africa where low quality is needed to operate and Hamburg are high quality men of 9.82.    Can anyone help thanks.

Highly qualified staff will reduce the number of staff you need.
 
Advertising will also have an effect on staff requirements.
 
Besides these factors there seems to be a random element. If you have two stores the same size selling the same goods in the same city at the same prices with the same advertising budget, the stores will not have identical figures. One may sell more than the other, one may require more staff than the other, one may have lower efficiency than the other.
 
...Chaos theory comes to virtonomics.
