I know there is a table that says for each level have x amount of workers, and it lists x amount of offices. My question is if the table says have 2 offices with say 4 people each, but if you do 8 offices with 1 person each would that be a hit to top 3? I know there is overhead with $$ for more offices, but would that hurt qualification growth.

What your management skill level can handle for offices depends on many inter-related factors. I have not found a simple formula or "rule of thumb" for offices.
 
With that said, I recommend that you use the Workload section for each office to manage size.
 
As you are growing your business, pay attention to your office equipment quality and employee count and wages. These three factors, along with subsidiary advertising expenses are usually the easiest to manage.
