For qualification, I recommend fit-to-purpose: city avg around 90-120% of your target. Equipment probably is your highest invest/expense.

I wouldn't venture into laboratories at this time. During the start up phase, imo, it is better to apply your limited resources to activities that generate cash.
 
As for the essence of your question: as long as your qualifications are low, you will only be able to hire staff with low qualifications. Ie your focus might be on lower salaries rather than high education levels. As your own qualification levels increase, your focus will shift.

If you wish to get your science skill up, use your beginning laboratory and research level 2 and 3 technologies for a while. Do different products each time for both tech levels. This will take a few weeks in real life, so be patient. However, this will allow you to use your beginning laboratory with it's low tech equipment (below 5.00 quality) to:
 
--> keep it maintained (using repair equipment from your beginner's equipment warehouse),
--> control your costs (laboratories can be very expensive), and
--> increase your management science skill.
 
When you can afford it (tens of millions in extra cash), you can start new laboratories and research starting with lower technologies to continue your science skill growth.
