in the License + section, if i see a level with supply  and say there is an offer of 20000.  Does that mean if I choose that level and the price of their offer than I get the license? Do I choose the competitive option?

Research is definitely one of the later stages to venture into. First grow your cash flows and management abilities. Try to win some prizes in the contests (for managers, directors, presidents).
 
After all of that is setup, maybe research might be worth it. I'm not sure myself. I'm just doing it to be more independent. Even then I still buy some technologies (or licenses) left or right...

do you still have to research the technology? say I just started the game, but I wanted to buy like level 7 technology license sheep farm? Do I need to train the skill sheep to level 7? or if i get the license I can get level 7 right away? Basically I am trying to see if i need to train it in my lab to level 7 first before I try to win a license from the auction?

As you purchase a license, you get the tech installed at your subdivision right away. Research has nothing to do with it.
 
Just remember that installing higher technologies will require higher worker qualification and better equipement quality (in factories). Keep this in mind to avoid drops of efficiency of your subdivisions.
