Hello all,
 
Have newbie question.
When you would like to buy for technology / technologies there's recommended qualifications such as 1,2,3,4,5,7 and so on.
My question is, is this recommended qualification mean qualification for Management skill or what?

This refers to the required qualification skill in the domain in which you want to introduce the technology. Say, you wish to install tech in your animal farm, then your Livestock skill should be at least as high as the recommended level.
For factories - it's Production skill, and so on.
In other words, you cannot handle higher technology levels without having enough skills within given domain first. If you introduce techs beyond your skill capacity, the efficiency will drop below 100%.
