My lab takes ca.40 weeks (forecast) to finalize industrial tests of "diamond workshop" technology.
 + efficiency: 100%
 + nr. of lab employees: is 6-times the minimum required as per the technology
 + size of factory: is 2-times the min. required, 100% modifier
 
Is this a normal duration for tests ?
How can I improve industrial testing speed by... say factor 2 ?

You may wish to consider hiring workers in the diamond workshop and actually running some production. That really helps with industrial tests So-so

And yes the fab is working with 100%.

its not a normal duration for tech-12.
 
all your numbers seem to be good and you see a 100% modifier. however i cannot see the good old modifier in the new layout anymore. so i am clueless how did you figure that.
 
KW can see inside your lab and maybe he is right. check the number of workers/equipment one more time and make sure worker/equipment capacity is filled to the maximum.
 
as long as i know there is no penalty if test unit is running dry (producing nothing).

If you want help, it's best to attach images. Then you don't have to guess.
The number of workers in the laboratory will speed up the process. The rest should be no less than required. Increasing will have no effect.

I ask because if you have left some technology undiscovered in between, your speed drops drastically.

The speed is correct. All you can do is increase the number of workers to the maximum and ask the president of your corporation to include a project that gives + 5% research speed.
PS You can also turn on innovation in the villa
PPS You can ask the governor to launch the EKO100 project

The penalty will be only for the first stage of research. This will not affect the second and third.
