How does Virt determine the market development index for a good or service?

For example, on Mary, the MDI for mobile network operators in New York is 8.31.

Since I was under the impression that MDI = (actual customers / potential customers), how is it that there are more customers than potential ones?? Really?

Is my assumption wrong or is there something else at play here?

How does Virt determine the market development index for a good or service?

For services, the value of the MDI represents the correlation between revenues from services versus revenues from retail of a particular basket of goods (possibly related to the consumables used by the services).

For retail, the wiki (http://wiki.virtonomics.com/index.php/Index_scale ... ) says:

AAA - Oversupplied market, tough competition; supply exceeds demand volume more than three times
AA - Oversupplied market, tough competition; supply exceeds demand volume more than two times
A - Oversupplied market, tough competition
B - Medium level of competition
C - Low level of competition
D - Low level of competition
E - Low level of competition; Local suppliers' share is more than 50%

Ah, an MDI greater than 1 makes more sense if it's based on service revenue versus another index, thank you orbiter!
