Hello all,

I don't understand how to construct mines, sawmills, farms, etc with a quality higher than 3? Does the game limit the quality until you reach a certain technology? Are there only a certain number of high quality resources in the 'world' and they have been bought up already? How does this work?

On Anna, resource enterprises with a quality of more than 3 can be purchased only during the campaign

Thanks for the feedback. I'm guessing you mean political campaign? I have tried to purchase in the past but it never will let me saying I have insufficient resources, when in fact I have plenty. And how would I know when it is available or do I just need to keep looking into when the campaign is? I appreciate the help.
