I can't find anywhere that it would allow you to do this.

Your account seems to be 3 years old. Quests are for new firms, 0-6 months old. Restart does not reset the foundation date of a company.
 
Edit: In case you mean new realms, it should be possible. But not quests level 4. At least it used to work that way.

no not really. if interface says Not avalable then it's not available. Otherwise the button to start the quest should be there.
