I am receiving this message when researching a technology and dont know how to respond:
 
Subordinated enterprise absent (reqired size: 1; technology level: not lower than 5)
 
In my subordinate enterprise it is set to a size of 1 and the technology level is = 5.  I have gone a couple of rounds and there has not been progress on the final stage.  suggestions?

the factory must be operational, but not necessarily producing anything.
