Is there a way to either leave the corp your are in or go to another? I'm the president of one and need to leave to make due to inactivity.

Yeah you can.
 
If you're president you will have to make a different player president first.
After that a 'leave the association' button will appear on the bottom of the main corporation page.
 
You will have to wait 14 days before you can join another corp after leaving one.

I have made another player deputy president but it wont go any higher on them.

Just checked your corporation on Lien and it looks like you have 9 members.
 
The amount of members a corporation can have is based on the presidents management qualification divided by 5.
Anyone you want to pass on president to will need to have high enough management qualification to keep the amount of members intact, in your case 9*5 = 45.
 
Currently none of your members can hold more than 7 members as the 2nd highest player has a qualification of 38. It looks like you have the choice to either kick two members out of the corporation or stay president until one of your members reaches 45 management qualification.
