Efficiency of your office is low
In order to administrate all subdivisions of the region you have to hire more office managers.
 
BUT ALL I HAVE IS ONE SUBDIVISION WITH 100 PEOPLE IN IT!!!!!

Just hire more till top manager effeciency is 100 % in the work efficiency tab at the bottom of the office page. It has an update cycle of 15 min

If so you should hire more office workers and/or increase computer quality.

You may not have a lot of production workers to manage, but it looks like your office is doing some advertising.
 
If you do not have enough management qualification, you need to reduce advertising in order to reduce the level of administrative load to below 100%
