thx for your reply. I still couldn't see the cause. Let me clarify the situation a bit:

In region A, I have officeA and storeA, In region B, i have officeB and storeB
 
first for offices, if i open 'Work efficiency' link at the bottom of the page, both offices have 100%  'Work efficiency' (the last orange item)
 
then for stores, if i open 'Work efficiency' link at the bottom of the page,  storeA has 'Top manager efficiency' =100% while storeB has 'Top manager efficiency' =59%  (the second last orange item)

The number of employees are well below the figures given in the table. So I am really confused now...

your office eff at 100% says your management qualification is adequate
 
your stores efficiency says your commerce qualification is good for one of your stores, but not enough for the other one
 
your total number of store employees are fine for your commerce qualification, but
the store that has the low efficiency probably has higher employee Q than the one that doesn't.
 
your commerce manager can only manage workers under a certain Q.  that's VL's table 2
