How is the tech level of a company counted?
I mean the one shown in the achievement section
f.e. how much point a level 5 tech worth?

it usually just gives a couple of points for each tech level, even for the higher ones..  didn't track the numbers.
More points are gained for the first one to invent a certain tech level.

So:
each 1 level gives you 1 point
each 2 level gives you 4 points
each 3 level gives you 9 points
each 4 level gives you 16 points
...
each 20 level gives you 400 points
