Qualification 3..5 is enough to manage small subdivision.
Qualification 10 is enough to manage middle subdivision.

You need 3 or 5 lvl in management to buy enterprises - smth similar applied to the state enterprise market I guess

Last time i checked it was level 7 management to buy state enterprises
 
edit. You only need points to buy state enterprises
 
level 7 management is for auctions
