Please check the link. Why is the required number of workers is 45? Everything seems to be fitting.
How can I increase the required number of workers?

You need more equipment, otherwise there won't be more workers being able to do work.
 
I have a mine with 2000 equipment for example, but only 1000 required workers.

Only a few enterprises have a 1:1 ratio of equipment to staff. Most require less staff than quantity of equipment.
 
The required staff number is what you require for max efficiency with current equipment.
