If i hire higher qualification of employees than required i will have any benefits or penalty?

Higher workers qualification will give you no large benefits. Required qualification of your top will be higher and your efficiency could decrease because that. Otoh your qualification growth could increase.
Conclusion: higher workers qualification could increase your qualification growth only if subdivision efficiency stay 100%.

If  will increase salary until Qualification of employees  is 2.99, i will have faster growth?

I have make some tests
I have increase the salary by little.
The changes are in
Qualification of player   3  standard safety factor that doing 3 minimal safety factor and then 3 without anything else.
I left it in minimal safety factor.
The work load decreased so i have room to spent more for advertising
