you can BUY qualification for management.  levels 2 to 9 costs 1 point each, level 10-19 costs 2 points.
to get from 6 to 10, you need 5 points, or you can try using 3 points to get to level 9, then push your growth to 10.
look at the estimated growth numbers on the right hand side of the qualification bar, and you can estimate your growth rate.  the green bar gives you an idea how far along the level you are.
 
points can be bought with real money or by doing some of the sponsor ads. --- my office->buy game points -->sponsor pays
