What happens if I build a Q1 factory and choose to produce items that are -30% quality?
Will the quality be 0.7, or is there a floor at 1.0 so it have no negative effect and I can just get the benefit of more production?  
I have yet to see any qualities listed less than 1.0 on the market so I am asking before I spend on a factory.
