If your office efficency is at 0%, it may mean one or multiple of the following:
1. You have no workers at the facility (always pay attention to the 'required' number)
2. You have too many workers at the office vs. your qualification level. Lower the number of workers to the 'required', or lower them even further.
3. You have no computers at the office. You need 1 computer for every worker.
4. Your workers may not have the right level of education/skill to work at the building. Pay attention to the required level, and try to match or exceed it slightly.
