I believe I have created what is the smallest possible company in lein. I still have only 38% efficiency in the office. See screenshot of office efficiency - http://s005.radikal.ru/i210/1002/6c/eb0dc8d91f84.jpg
 
What am I doing wrong here?

the problem lays in your top manager efficiency; try reducing the salary of he workers in the office and see what happens

Mike is right like always Well.
I am a bit disappointed from Virtonomics. At his office the top manager efficiency is 61,80% and all other are at 100%. So his work efficiency has to be at 61,80% not 38,20%. Correct me if I am wrong.

qualification of your 1 office worker is 7 (city average), but required qualification is only 1.
 
your management qualification is not enough (it seems) to manage even 1 worker of 7 qualification!
 
reduce your worker salary such that the qualification is close to 1 (but not below). you will then be fine, as Mike suggests
