I have bought Oil production.. When i go to subdivision's page, i see "Field resources" and arrows up and down. When i press up, its shows me "+222 906 pcs.". Can someone explain what does this mean?

cheaper to create another mine also depends on your technology level and the equipment in the existing mine but you get more resources when you buy/create a new mine instead of upgrading the existing one.

In terms of game cash it will probably be cheaper to expand your current mine, but all other aspects (more resources for your points, ability to increase max quality, ability to change mine complexity and change the location of your mine) favour a new mine.
