I haven't seen this one answered but:
 
Qualification (obviously) effects the maximum number of employees you can have in your company for a particular type of building.
 
I am wondering:
 
How many employees can you have for a certain level of qualification? For example, on a qualification level of '3' for production, how many employees can I have at max?
 
This would help me a lot to ensure I don't go over the limit, to ensure 100% efficiency.

On a similar note, it looks like I've reached the maximum number of workers for my current qualification level for offices.
 
Is there any way to reduce the # of office workers required for max efficiency?

You could buy computers with higher quality(increase workers' qualification as required) and decrease number of workers. If you want more information, pls put screenshots of your offices here.

You could buy computers with higher quality(increase workers' qualification as required) and decrease number of workers.

I upgraded some of my computers, and it lowered the number of users needed. Brilliant!
