I noted that every of the last few days, at least one license Tech 10 for micro-processor factory was sold at 250'000'000.
I am also offering this license for 230'000'000 but i am not getting any sales. Why is it?

Have you set the sales conditions to "without trade"?
 
License sales are tested in stages. First stage is all "without trade" sellers tested against all potential buyers prices. All matches result in a sale.
Second stage is all "with trade" sellers tested against all potential buyers prices. Only sellers who select "with trade" are eligible for this stage.
Third stage is all "non-competitive" or "transient" sellers. There must be at least one sale in the first two stages for any sale to happen here. The price is automatically set to the days average price.
 
Eg.
Stage 1 - If the purchaser has a price of 200,000,000 and you have selected "without trade" on your price of 230,000,000 this will not result in a sale. Your asking price is 30 million more than the buyer is offering. ->moves on to the next stage.
 
Stage 2 - If the purchaser has a price of 200,000,000 and another seller has a price of 300,000,000 and sales conditions are "with trade" this will result in a sale for 250,000,000.

It means if a purchaser enters a price of 1000 he will pay a sales price of 149.5 Million. Does he have to set his buying offer to "competitive" then or?

I reread the science wiki and now I am confused myself.
 
According to helpfiles the price the buyer sets is maximum price for the license.
 
For this to be correct the license buyer in Mike's example must have set a price of at least 250 million.
This brings us back to Mike's question of why he is not getting any sales with a sales offer of 230 million.
 
Mike, can you post here exactly what sales conditions you selected?
There is bound to be a reason for it, but it is difficult to tell without all the info.

I'm afraid it has gone beyond my understanding, I think admin level knowledge is required for an answer here.
 
If your offer was "with trade" it could have made sense (seller sets price 200 million, buyer sets price 300 million - license sells at 250 million to seller with lower price).
 
Since your offer was "without trade" this is incorrect as "without trade" is the first round of license sales, so if there was a buyer offering 300 million the sale should have gone to you at 230 million.
