I don't understand how to be eligible:
 
On non-subscription realms the contest is available to all companies. However, upon the completion of 14 updates from the start the participants have to go through the procedure of qualification. This procedure is automatic for the players with Management level equal to or higher than 5. On non-subscription realms only participants to have gone through the procedure of qualification can become winners, on the realms with subscription – participants who play in a full-function mode. To win VIRTs you have to have the level of Management equal to or higher than 10 not considering awarded bonuses by the moment of the contest completion;
 
What exactly does this mean? That I need to get to level 10 in management to be eligible? Is that it?

If you'll be the winner of manager contest, then to get virts you need to go through the procedure of qualification:
>=5 in management after 14 days and >=10 in management after 1 month.

to reach 5 level in 14 days - it is possible) I've reached nearly 6 lvl after 14 days without any donations..)
reaching 10 level is more dificult, but possible too. I've reached 9 level after 24-25 days, it seems so) but i converted 2 points in management because there were a tender special for me)) i couldn't miss it and won +3 virts) and 18 in the contest ))
now waiting for directors contest)
