and what parameters they depend on??

All subdivisions have required qualification.
There are 3 types of it:
1 - to manage current subdivision settings. Depends on quantity and qualification of employees of current subdivision
2 - to manage workers at current subdivision. Depends only on quantity of employees of current subdivision
3 - to manage total number of employees on profile qualification. Depends on total quantity in one area(for example, all workers on all factories)

To have best qualification growth you need to have all types of qualification a little less than you own qualification.
