When snowman will melt ?

6. We remind you that on Jan. 18 holiday snowman is starting to melt and it will lose 5 points in all qualifications.

From that I understand, that today snowman has to melt. But he is still here. Why ?
Will it melt tomorrow or .... ?
 
And one other question. I want to see how much workers I have in my factories, farms, stores etc. Do I have to calculate them or there is statistic about that.
