As a mayor of Istanbul and a future governor of Aegean Anatolia (hope to be elected in a week) I'd like to announce region development program.
 
First I'd like to stress that the daily losses on average are 0.7 bln. for Istanbul and 2.2 bln. for AA region respectively. Usual mayor instruments (such as tax increase and funding of municipal projects) may bring only a slight improvement hence this is not a way to go.  Instead, I'm going to focus on attracting business to the region through various business supporting programs.
 
Main trend:
 
> Both educational level and salaries will be increased:
- no effect on producers (btw, Istanbul is already one of the most attractive cities to place a production)
- positive effect on retailers
 
> Tax level will be reduced - target level is 9%:
- positive effect on every business unit
 
Business supporting program #1: Medicine support
 
Support:
 
> Q5 at $10/pcs (17'800'000 pcs every season)
> Q11 at $10/pcs (4'000'000 pcs every season)
> no limits per player
 
Requirements:
 
> Final goods should be sold through medical centers, not retail stores
> All factories and medical centers, that are involved in this program, should be located in Istanbul

Business supporting program #2: Foodstuff producers support
 
Support:
 
> Q10 at $10/pcs (3'700'000 pcs every season)
> Q8 at $10/pcs (2'100'000 pcs every season)

> Final goods should be sold through retail stores
> All factories and retail stores, that are involved in this program, should be located in Istanbul
